Let's see...Suspect threatens to kill trooper on video.... Taser fails... Suspect attacks trooper again ... deadly force SHOULD have been used at that point.

Popo needs to work on his hand to hand combat skills. Lucky for him the knee groid wasn't much good either. Also fortunate the 'groid didn't smash into someone foolish enough to drive on a public road. Also fortunate the 'groid didn't enrich some random person's day. During light infantry training in a land far far away and long long ago, I was issued two RoE cards for "Low Intensity Operations", a yellow and a red. Higher authority would direct which was in effect. Under either of the schemes the rambunctious melaninite would have gotten himself greased, either by ten pounds of steel and walnut shoved in his face or a double tap of .30 Nato. One of these days the veneer of civilisationwill wear through, and a bunch of miscreants are going to find out that some decent folk can be very efficient and effective filling ditches and lampposts with their corpses.
