I'd say, sure, overall, be civil to foreigners in your land but foreigners can quickly turn into invaders and destructive to the sanctity and security of that very land. As Ronald Reagan said, "Trust but Verify". If a foreigner comes with the intention of bettering himself and his family, contributing to the society in a positive way all the while adhering to the laws of the land and not trying to turn others to his ways, then sure; welcome them. Otherwise, expel them.
