Yes it is kabuki as Congress passed laws making it legal for them. I don't recall the specifics but there is a country that monitors the wealth of elected officials while in office. If it exceeds their income there are severe consequences. IIRC those include forfeiture of the excess wealth, kicked out of office, maybe other. Not a bad system at all.
